Two rules of international law, which accord with the moral principles of distinction and necessity, were reflected in the civilians’ attitudes. WebbThe principle of proportionality, though, would seem to relate the military to the civilian in a more fine-grained way. It suggests the permissibility of unintended civilian loss, but only to a degree. Some form of interplay between the military and civilian is implied in it: where distinction severs, proportionality joins.
